Fuel assistance, also known as the Low Income Home Energy Assistance Program (LIHEAP), is a program funded by the Federal government to help low-income families and individuals pay their heating bills during the winter.

Massachusetts Good Neighbor Energy Fund
This program is available to any Massachusetts resident who, because of temporary financial difficulty, cannot meet a month's energy expense and is not eligible for state or federal energy assistance. Income for either the prior twelve months or the past month (times 12 months for a total annual figure) must be within 200-275 percent of the Federal Poverty Income Guidelines.

Action for Boston Community Development, Inc. (ABCD)
ABCD Fuel Assistance helps more than 15,000 low-income households in Boston, Brookline and Newton pay fuel bills during the heating season. This program can also provide assistance to client whose heat is included in their rent. Applications are taken from November through March at ABCD's Central Office or at any of ABCD neighborhood sites.

KeySpan On Track Program
This program provides financial assistance and education for a limited number of low-income customers. On Track works with low-income KeySpan Energy Delivery heating customers to help them resolve financial difficulties, invest in energy conservation and efficiency, and develop payment plans.

KeySpan Home Weatherization Program
KeySpan Energy Delivery offers free home weatherization to income-eligible Massachusetts customers. Homeowners or renters may qualify for up to $4,500 in weatherization measures for free. Services provided by a licensed and insured local company.

Heat Works
The City of Boston and Keyspan assist eligible senior citizens with furnace repairs and replacement.

NStar Discounted Rate
This program helps lower the costs of energy for low-income families in areas serviced by NStar.

NStar 65 Plus and Double Notice Protection
This service keeps those households with all members 65 years of age or older from receiving a final notice on their electric bill, with an option to allow NStar to notify a relative or friend about overdue bills.

HEAT Loan Program
The HEAT Loan Program provides customers with no-interest and low-interest loans (up to 3%) to assist customers with the installation of qualified energy efficient improvements in their homes. The loans of up to $15,000 are available, with terms of up to 7 years. To apply for the loan, the customer must own and reside in a one to four family residence and obtain a Home Energy Assessment through the MassSAVE Program.

Home Energy Assessments
No-cost home energy assessment are available through participating utilities, such as NSTAR and Keyspan. Some homeowners may be eligible for rebates up to $1,500 to complete recommended energy efficiency measures.

Cool Smart with ENERGY STAR
This program offers customers a mail-in rebate of $300 for the purchase and installation of high efficiency central air conditioning units and air source heat pumps that meet or exceed the new 2006 ENERGY STAR minimum standard Seasonal Energy Efficiency Rating (SEER) of 14, and a Heating Seasonal Performance Factor (HSPF) of 8.2 (for heat pumps only). In addition, a new Quality Installation Verification service is available through a growing number of participating contractors. (National Grid and NStar)

Appliance Management Program
This program involving utilities such as National Grid and NStar and Community Action Programs throughout the state helps reduce energy costs for low-income customers with electricity bills averaging more than $30 per month. An energy manager from a local Community Action agency will provide an appliance analysis indicating how much each appliance costs to operate and potential savings. Participants also may qualify for other items including ENERGY STAR refrigerators and lighting, water saving measures, and insulation and air sealing measures

ENERGY STAR Home Program
The ENERGY STAR Home Program provides assistance to Massachusetts residents who are either building a new home or are considering a major renovation of an existing home. This program provides technical assistance and incentives to make a home 15% or more efficient than the efficiency standard of the Massachusetts building code. An official ENERGY STAR certification is part of the program at no charge.

Energy Wise Program
National Grid’s EnergyWise service is available for customers living in one of the following structures: Multi-family facility; Condominium; and Facility consisting of five or greater dwelling units. National Grid will provide services to the entire complex in coordination with the owner, property manager, or condominium association. Through this program, a facility may qualify for a free energy analysis, lighting system upgrades or other electric efficiency measures. If the facility is electrically heated, your facility may qualify for insulation and air sealing. Installation of some energy efficiency measures requires a customer co-payment.

Bay State Gas/Berkshire Gas Partners in Energy Program
Bay State Gas’ Partners in Energy Program provides energy-saving tips and incentives to help increase the energy efficiency of homes. BSG will pay 50% of the cost, up to $1,500, to help weatherize homes or apartments. Additional rebates are also available to reduce the cost of replacing inefficient heating systems, water heaters, and old, leaky windows. Partners in Energy Program offers free, no-obligation home energy assessments and provides an Offer Sheet report listing energy-saving measures that qualify for incentives. Berkshire Gas offers a similar program, and will pay for up to 100% of the cost of energy efficiency measures for low-income households.

KeySpan RAFT Program
RAFT is a state-funded program that helps low-income families avoid homelessness by providing assistance to keep or obtain a home. Families can receive up to $3,000 in financial assistance toward certain household expenses, including security deposits, first/last month's rent, and utility arrears.
